You only have to end Steam Client Bootstrapper in the task manager. Go to Steam library > steamapps > common > game that doesn't download. What aggravates the issue is that Steam will automatically begin downloading when it's launched. Steam maxes out my connection so if Steam is downloading nobody else can browse or use the internet.
